Carlos José Batalhão has been a registered lawyer since 1994 and has held the title of Specialist in Administrative Law since 23 March 2006.
He graduated in Law from the "Universidade Católica Portuguesa - Delegação do Porto", on 29 July 1992.
He has a postgraduate qualification in "Administrative Law and Public Administration" from the "Instituto Superior de Técnicas Empresariais", in 1999.

- Senior Management Course “Programa de Formação em Gestão Pública – FORGEP” at INA, completed in July 2006;
- Regional and Urban Planning course at the "Universidade Católica Portuguesa" (Business School), in 2011/2012.

Arbitrator at CAAD ("Centro de Arbitragem Administrativa"), in the area of Administrative Law, since 2015.
