Nuno Sá Costa is a Managing Partner of Dower Law Firm.

He has a law degree from the "Faculdade de Direito da Universidade de Coimbra" and a post-graduate degree in tax law from the "Faculdade de Direito da Universidade do Porto" and in organization and management in professional soccer from the "Escola do Porto da Faculdade de Direito da Universidade Católica Portuguesa".

He has been a guest lecturer on the Postgraduate Real Estate Law Course at the "Faculdade de Direito da Universidade Católica Portuguesa", in Porto and Lisbon, since 2021.

He was a Member of the Portuguese Parliament in the IX and XII Legislatures, as well as a Member of the Parliamentary Committee of Inquiry to Ascertain Responsibilities for the Decisions that Led to the Subconcession Process of the Viana do Castelo Shipyards and Representative of the Committee on Constitutional Affairs, Rights, Freedoms and Guarantees in the European Parliament, in an interparliamentary committee on "Future Priorities in The Field Of Civil Liberties, Justice and Home Affairs".

He was also Chairman of the Participants' Assembly of the Art Invest fund (2015).

He was also a member of the “Assembleia Municipal de Baião” (Municipal Assembly of Baião) and the “Assembleia da Comunidade Intermunicipal do Tâmega e Sousa” (Assembly of the Intermunicipal Community of Tâmega e Sousa), as well as President of the “Juventude Partidária” (1993/1999) and the “Concelhia Partidária” (2008/2012 and 2013/2015).

A member of the “Ordem dos Advogados Portugueses” (Portuguese Bar Association) since 2002, he was President of the “Direção Regional do Porto” (Oporto Regional Board) (2003/2006) and National Councillor (2002) of the “Associação Nacional de Jovens Advogados Portugueses” – ANJAP.

In political and associative terms, he was also a member of the “Assembleia de Representantes” (Assembly of Representatives) of the “Faculdade de Direito da Universidade de Coimbra” - (1993/1994), of the Board of Directors of the “Faculdade de Direito da Universidade de Coimbra” - (1998/1999), of the Audit Board of the “Associação Académica de Coimbra” - (1999), of the “Conselho de Jurisdição Nacional de Organização Política” (2011/2012), of the “Conselho de Jurisdição Nacional de Juventude Partidária” (2001/2002), as well as Coordinator of the “Gabinete de Estudos de Distrital de Organização Política” (1996), Member of the “Comissão Política Distrital de Juventude Partidária” (1995/2000) and Vice-Chairman of the “Mesa da Assembleia Distrital de Juventude Partidária” (2000-2003).
