Lawyer Eduardo Castro Marques anticipates that it will be "quite difficult" to attribute criminal responsibility to INEM, at a time when the causes of the deaths of 10 citizens are still being investigated. "In this case, it is much more demanding, it is not a single person but a collective entity, and for this reason the requirements are stricter," he clarifies.
